Education

Paul Manuel holds a Ph.D. in government from Georgetown University; an M.T.S. in religion and politics from the Weston Jesuit School of Theology in Cambridge, Massachusetts—now known as the Boston College School of Theology and Ministry; an M.A. in international relations from Boston University; and a B.A. in political science, summa cum laude, from Boston University. He graduated from Boston College High School.

Manuel has also studied at the Institut d’Etudes Politiques and the Institut Catholique, both in Paris and at the University of Coimbra and the University of Lisbon, in Portugal. His travels include visits to Brazil, Pakistan, and India.
